congressman jesse jackson jr. he resigned yesterday saying he needs to spend time restoring his health. jackson was treated for what was described as several serious health issues. including bipolar disorder. just two weeks ago he was reelected to a tenth term from his chicago congressional district. his troubles are far from over. he's the subject of a federal criminal investigation. ted roland is joining us from chicago. did jackson's move come as a surprise to most? >> reporter: people were expecting this over the last month or so. there's been rumors he would be resigning his seat. it is a shock. 17 years as a member of the house has now officially come to an end the the reason for is his medical condition. he's been suffering from bipolar disorder and dedepression. he did submit his resignation letter to john boehner. he talked about his health and his accomplishments and also talked about the investigation that's ongoing looking into the possible misuse of campaign funds. they are my mistakes and mine alo alone. that part is interesting because sandy jackson, his wife, is an alde

in one sense that people may not be familiar with. he's the first american president since andrew jackson to win a re-election with a lower popular vote percentage than he won his first time. we don't do that in american politics. when we re-elect a president, we typically embrace that president even more strongly than the first time. the president's not in that political category, but he has won re-election and he has a mandate based on what he makes of it. many political scientists say the idea of a mandate is basically fiction. >> we learned something about the shape of the electorate. in 2008, the obama campaign decided they were going to build a coalition out of young voters, minority voters and college-educated women. they did that again. they did it in a slightly different ways and different regions of the country, but the president get a smaller share of the white vote, but the white vote shrunk, and he got a larger share -- well, the white vote actually stayed about the same, it's been shrinking since 1990, '92, but he got a larger vote of the minority vote, hispanics and african
